the thought experiment asserts that executing a program (symbol manipulation) cannot constitute [[thoughts/Consciousness|understanding]], regardless of behavioral fidelity. a system can simulate understanding without possessing it.

## syntax is insufficient for semantics

formal systems operate via **syntax**: rules for manipulating symbols based on shape. minds possess **semantics**: meaning, reference, and [[thoughts/intentionality]]. syntax is neither constitutive of nor sufficient for semantics.

Searle’s point is to prove running a program doesn’t _constitute towards understanding_, i.e bare [[thoughts/functionalism]] is wrong. purely syntactic operations cannot produce semantic content.

## systemic complexity does not yield intentionality

## syntactic engines

[[thoughts/LLMs]] are sophisticated symbol manipulators. they produce behaviorally adequate text via gradient-descent-optimized weights.

the searlean view dismisses these models as “stochastic parrots”, manipulating tokens without grounding. the functionalist view, conversely, locates “understanding” in the high-dimensional vector space, arguing that rlhf provides synthetic grounding.

## the grounding problem
